PHY utilizes an operating system called Communities That Care (CTC). CTC is a nationally recognized system used in hundreds of communities nationwide and around the world.

CTC focuses on knowing the conditions that increase AND decrease the likelihood of youth involving themselves in risky behaviors (known as risk factors and protective factors).

The knowledge of these risk and protective factors, specific to the Great Valley community, enables PHY to target its funds and efforts in an effective and outcome-oriented direction.
